DBE Program Bidders List

The Capital Region Airport Commission (CRAC) is required per 49 CFR 26.11(c) to create and maintain a comprehensive Bidders List. The Bidders List Form will be used to determine the relative availability of Disadvantaged Business Enterprise (DBE) and non-DBEs and will assist with establishing the agency’s overall DBE goal.

Instructions
1. All fields are required to be completed.
2. Information must be provided for all DBE and non-DBEs who bid as prime contractors and subcontractors. This includes all firms that provided a bid to a Prime Contractor but were not included in the proposed bid.
3. A certified Disadvantaged Business Enterprise (DBE) with a current certification from a state Uniform Certification Program (UCP).(To look for DBEs: Virginia Small Business Supplier Diversity (VSBSD) DBE Directory: https://directory.sbsd.virginia.gov/#/directory and Federal Aviation Administration’s National DBE Directory: https://faa.dbesystem.com)
4. Provide the NAICS code applicable to each scope of work the firm sought to perform in its bid. The North American Industry Classification System is the standard used by Federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy. NAICS codes can be found at https://www.census.gov/naics/.
5. For Annual gross receipts, select the applicable gross receipts bracket.

Each Bidders List is a compilation of bidders, proposers, subcontractors, manufacturers, and suppliers of materials and services who have submitted bids or proposals during the advertising period of a specific acquisition. Submit one form for each bidder, subcontractor, manufacturer and/or supplier of all tiers.
