Total OPEB Liability The Commissions total OPEB liability was measured as of June 30, 2025 and June 30, 2024. The total OPEBliabilityusedtocalculatethenetOPEBliabilitywasdeterminedbyanactuarialvaluation performedasofthevaluationdate,usingupdatedactuarialassumptions,appliedtoallperiods included in the measurement and projected forward to the measurement dates of June 30, 2025 and June 30, 2024. Any significant changes during this period have been reflected as prescribed by GASB 74 and GASB 75. Actuarial Assumptions The total OPEB liability in the January 1, 2025 actuarial valuation was determined using the following actuarial assumptions, applied to all periods included in the measurement, unless otherwise specified: Inflation 2.50% per year as of June 30, 20252.50% per year as of June 30, 2024Salary Increases The salary increase rate starts at 5.35% and 4.75% salaryincrease for 1 year of service for general and public safetyemployees, respectively and gradually declines to 3.50%salary increase for 20 or more years of service.
